Collective Bargaining Agreements (CBA) are an essential part of employment in many workplaces, providing the framework for significant portions of the workforce. With the need for downsizing, the increased costs of health insurance, the uncertainty of funding retirement accounts, and the need to trim expenses, many employers are finding it necessary to make changes to their personnel policies that may be inconsistent with their CBAs, or to only approve an annual CBA, instead of a three year agreement.
